There are many ways to root the cuttings, the principle is to keep it moist andwarm (> 60-65 F). Rooting hormone will help, but not required. The easist way will be stick it into moist soil, and cover it with aplastic bag to keep the moisture.Then place it by the window indoorand avoiddirect sun light. Mulberry will grow flower before leaf, remove flower so the energy will be used for rooting and leafing.
