The Wrapper paper for the Arsenal packs are unmarked but color correct for Federal use. Each tube is made from 2 distinct paper per the 1862 instructions...there is a Powder tube and a bullet tube. These are empty tubes. Just fill with 60 grains of black powder...fold down the end and you have a complete cartridge. The "bullet" is made from paper towel.
