These do not have the normal cuts around the individual stamps for peeling off the pane and therefore are like one large sticker. These were sold as press sheets containing several panes and were not distributed for sale to post offices. They were available only by special order by telephone from Stamp Fulfillment Services in Kansas City and were highly limited. As few as 200 press sheets were printed and in most cases not more than a few thousand. These often sold out within minutes or seconds which resulted in great frustration for many collectors. I was one of those collectors who called the second the phone lines opened, sat on hold for 45 minutes, and heard they sold out that quickly. It was speculated a few large dealers were able to corner the market as the order quantities were not initially limited or circumvented. To complicate the situation Amos, publishers of the Scott catalog, refused to create Scott number listings (despite the market’s obvious need) and would make mention only as a footnote. Several years later Amos reversed and the special no die cut panes would receive “a” designations and be listed as minor varieties of the normal issues. Although this was an improvement it’s my opinion these are not minor “a” varieties but different enough to justify the “A” designations as major varieties. Many sheets were damaged in shipping and many more were cut up into various gutters, pairs, and blocks much like the Farley 1934 National Parks issue. Collectors collect what they like but this practice certainly reduced the availability of already scarce panes. With much negative press and complaints from collectors, and possibly due to missed revenue, USPS halted the program. Two years later USPS surprisingly resumed the program. The 2021 and newer no die cut issues are less difficult to purchase. Interestingly the quantities printed/issued of the more recent press sheets are no longer released so it’s difficult to know relative scarcity. Time will tell once the issued, sold, and destroyed quantities are eventually made public. For sure these fascinating modern imperforates, which are valid as postage, provide an intriguing and challenging area to collect!
