The Indian is pointing at the keel of the canoe to illustrate the saying at the top. It's message could be seen in many ways. Perhaps the dog is holding a treaty in his mouth to further illustrate the war and peace reference. The ship could represent modernizing of the US. And of course it's meaning is up to the owner. It does have some very worn places as seen, and one place at the base of the canoe where the thinness has led to a small opening. It is in need of a cleaning.
