Carving the territory into districts, the ordinance established a process for admitting them a statehood, created a just government, and outlaw slavery from the region. ..." About the encased mint condition stamp: "The historic U.S. mint stamp on this panel features Manasseh Cutler, who sponsored the Northwest Ordinance, and Rufus Putnam, who founded the first settlement in the region. It was issued in 1937 on the 150th anniversary of the ordinance."
