Description: This badge is the MVD Higher Political Academy (VPU) graduation badge Issued by the Ministry of Internal Affairs These schools were exclusively for training of correctional officers for prisons and labor camps. Each department had a badge of its own design accounting for the various versions. This badge with the green shield, red star and white star border is for the Border Guards. According to Rogov's History of Awards and Insignia of Russian MVD, 1802 - 2002, the MVD Высшего Политического Училища VPU was not the same as the military political school (which had the same initials) after the late 1960s-1971. During the time before the first graduations from these MVD "Higher Political Schools" in 1971, each school developed its own commemorative graduation badge that was also worn by the faculty and staff of each school.
